Billa, a ruthless world crime lord wanted in at least eleven nations, operates from Kuala Lumpur. The single person he answers to is his unseen boss: "Devil." ACP Krishna Murthy is one of many leaders struggling with Interpol to catch Billa. But when one of his cases is killed, Murthy begins to suspect a mole inside the policemen. Eventually, Billa is removed, and Murthy is the only witness. While he learns of Ranga, a pickpocket and Billa-lookalike; Murthy sets up a secret operation. Ranga becomes Billa's place to get the gang's mysteries. Chased by the law, assumed by the gang, and hunted by a vengeful femme-fatale; Ranga exposes himself in greatest danger from all sides.
